According to ABC 13, “Tom Perriello is declaring himself the winner of the 5th District Congressional race, after three days of changing vote totals. Perriello made the announcement today in Martinsville as he thanked volunteers for their support. Virgil Goode, meanwhile, says he won’t make any decisions about conceding or recounts until the State Board of Elections certifies the votes. That has to happen by November 24th.”
Goode made his statement this afternoon, declaring that voting irregularities, “including the misplacement of paper ballots and tape records from electronic machines and miscalculations in vote tallies” leave him trailing his opponent. Goode may declare a recount, although he still holds out for his own “Charlottesville miracle.”
